This rule is clearly insane and it is therefore safe to assume that it can be ignored. You can invite any person named or unnamed, via direct or general invitation to take part in surveys.

LimeSurvey supports the use of video in surveys. The manual only describes the use of Flash video. Flash is not supported  by all browsers. It is better to use .mp4 video as described below.
